If you have used a rental car then that rental car company can come after you for the fine plus costs charging your visa. This case is normally for photo radar and stop sign infractions where a camera catches the plates of the car. You as the person who signed for the rental agreement become responsible in their standard agreement that you signed.

China:

They have both codified and uncodified rules of the road. They also have a system of mandatory insurance, demerit point loss and fines attached to an infraction.  Mainly civil law based contrast to Canadas common law system exception being Quebec.

Poland:

Similar system to North America with speed traps using radar guns.

Estonia:

They have speed camera enforcement in place. 

Sweden:
